Dr. iur. Heike Spieker is Head International Law and International Institutions Department of the German Red Cross Headquarters, since May 2000. She is a Senior Lecturer at Ruhr-Universität of Bochum, Germany, and University College Dublin, Ireland. From 1996 to 2000 she was Assistant Professor at the Institute for International Law of Peace and Armed Conflict (IFHV), Head of the International Centre, responsible for international programmes. From 1994 to 1996 she was Assistant Professor of the Chair of Public Law and International Law at the Ruhr-Universität of Bochum, from which she also holds a doctoral degree.

Ms. Spieker is a Member of the International Society for Military Law and the Law of War, Member of the International Institute of Humanitarian Law, and Member of the Commission of International Humanitarian Law of the International Institute of Humanitarian Law.
